[FCC] Fatbikes reported on Birch Hill Rec Area trails (reminder)

There was a report of fatbikes using Birch Hill Recreation Area trails, so here’s a reminder that those trails are ski only in winter. We are blessed with tons of other trails in the Fairbanks area for fatbiking!
